Concussions - HB 2038
According to the CDC - A concussion is a type of traumatic brain injury—or TBI—caused by a bump, blow, or jolt to the head or by a hit to the body that causes the head and brain to move rapidly back and forth. This sudden movement can cause the brain to bounce around or twist in the skull, creating chemical changes in the brain and sometimes stretching / damaging brain cells and interfering with normal function of the brain.
The understanding of sport-related concussion has evolved dramatically in recent years. We now know that young athletes are particularly vulnerable to the effects of concussion.
HB 2038 as passed by the 82nd Legislature and signed by the Governor also added section 38.158 to the Texas Education Code, which concerns training requirements for coaches, athletic trainers and potential members of a concussion Oversight Team in the subject matter of concussion, including evaluation, prevention, symptoms, risks and long-term effects.
